Flag of Tirol?

I've found a picture where Adolf Hitler appears in a balcony decorated with a cloth that looks like a flag; three stripes yellow-white-yellow (the white one much wider than the other two) with the eagle of Tirol in the center. I have no further details about the picture. Any ideas?

A reverse Google image search gives plenty of results, with conflicting information on the location, though I couldn't find any with details on the gold-white flag. According to Flags of the World, the current white-red flag was only adopted in November 1945, after the war, so I'm assuming any state flags before that are unofficial.

Anyway, the image seems to be a black-and-white photo that has been coloured. So maybe the colours of the cloth is simply the product of the imagination of themauthor of the colouring.
