Or a committee proposed, say, six designs, including the present flag, voters are asked to score them in order of preference, and the Alternative Vote system is used to determine the winner. Alternative Vote goes through a number of counts if necessary, at each count eliminating the bottom option and redistributing its votes by their next preference, until one option has over 50% of the votes.

A couple of my ideas. The first from years ago - using the canton of the United Tribes flag but with the stars of the current flag:

The second knocked together this morning : another variation on the fern idea, but keeping the fern simple and including both the current Southern Cross and some black in addition to the red, white and blue:
